Pettiskirt step 1

Ok so my daughter is 6 months and I've been wanting to make her a pettiskirt I bought one off eBay cheap but thought I could make them too so she could have lots of them well they are super hard work that's why most people charge so much money for them so I started with satin for the top part her waist is 15" so I needed 30" across, and I wanted about 3" down so thinking of seams I cut about 7 " for length, put it aside because it's one of the last things you'll work with, I personally messed up and bought poly chiffon because I couldn't find nylon anywhere but the Internet and you don't want to do that if you are in such a hurry to make one just use some soft tulle which is what I'm doing on half, the bottom layer I'm doing with tulle and the top with the satin, so my skirt measurements go as follows

Waistband- 30"x7"
(which it will end up folded in half)
1st tier- 3"x30" (3 pieces for outside layer and 3 for inside)
2nd tier- 4"x30" (6 pieces for outside layer and 6 for inside)
Ruffle fluff- 2"x depends on how u gather it I just pushed creased fabric under as I sewed (because i couldn't get my Ruffler foot to work with this material , in fact I don't know if it works with any material I'll figure that out later) here's a picture if my ruffle fluff using tulle

So that's where I started I took my 2" pieces and ran them through my machine down the middle to ruffle, then I took my bottom layer pieces (first 6) and sewed the small edges together to form a long line (don't sew them into a circle) take the ruffle fluff and attach it to the long piece that's your bottom layer sewing down the middle of the fluff to the edge of your material, then take your first layer (3 pieces) and sew the short ends together to form a long line now take your long layer and make a gathering stitch then attach it to your short layers edge.... To be continued, sorry so far that's as far as I've gotten I'll try to write more tomorrow hopefully I'll get to work on it and add more pictures too
